NTEU is the fastest growing federal sector
union, currently representing some 150,000 employees nationwide.
NTEU is the most powerful, pro-federal
employee lobbyist on Capitol Hill, constantly testifying before Congress,
rallying and petitioning on behalf of members for equitable pay, benefits
and more hiring.
Between 1984 and 1991, the Administration
proposed a total of 11% in pay raises for federal employees. We found
this to be unacceptable. NTEU and our members nationwide wrote letters,
signed petitions and lobbied for better pay. We succeeded in getting
24.3%, instead of 11%, during those 8 years. In 1990, we were successful
in enacting pay reform that guaranteed a 4.1% in 1991, a 4.2% in 1992
and a 3.7% increase 1993.
In 2001, NTEU has lobbied for pay
parity with the military. Our efforts have been successful to get
Congress to pass resolutions for a 4.6% pay increase in 2002. Maybe you
should think about what you can afford to lose instead of what you can
afford to pay, since federal employee pay raises and locality pay are
always on the line.
NTEU continues to lobby for pay equity
between the federal and private sector.
Members receive job-site representation on a
daily basis from well-trained chapter officers and stewards.
Each year our officers and stewards attend
nationally scheduled training and local training, to provide each
representative with the tools and knowledge to protect your interest.
You should equate paying dues as an investment or to buying insurance.
NTEU has fought and won the right for
union representation in investigative interviews with TIGTA.
The union can refuse to represent a
nonmember in a grievance if the union believes the grievance lacks merit
The union can refuse to take a nonmember's
grievance to arbitration if the union feels it is not a good use of its
funds to arbitrate the grievance.
The union can refuse to represent a
nonmember if it believes the policy or position the nonmember wishes to
take is not in the best interest of the union and its members.
The union does not have to include
nonmembers in lawsuits it files to get back pay.
Professional representation is provided to
members in EEOC proceedings, hearing before the Merit Systems Protection
Board, replies to proposed suspension, adverse actions or actions based on
unacceptable performance.
The union does not have to represent
nonmembers before the Merit System Protection Board or EEOC
The FLRA has ruled that the union does not
have to represent an nonmember in an oral reply in connection with a
proposed disciplinary action such as a suspension, removal, or an
unacceptable performance action, misconduct, insubordination or errors
on tax returns of IRS employees.
Members receive the national NTEU Bulletin and
local chapter newsletters filled with legislation, litigation and
negotiation updates, NTEU victories and member benefit information.
Members elect their chapter officers, have a
voice in the direction of the chapter and ratify their NTEU/agency contract.
As a member, you can take an active part
in decision making; you can vote; you can hold office and have a voice
in the union. As a non-member, you will not have a say in workplace
decisions affecting you.
For nothing you may get some things, but
not everything. Because if you are not a member, you can not serve as
the NTEU representative on any work group, task force or on any of the
other teams that are currently being appointed throughout this agency.
Our partnership agreement with the IRS states that NTEU fills these
positions and that membership in NTEU is one of the criteria. NTEU has
already appointed hundreds of members to these teams. The FLRA has ruled
that NTEU has the right to appoint members only to these teams.
NTEU is always working to improve the image of
the federal employee via public service announcements, legislative actions
and media coverage for NTEU events.
Skilled negotiators represent NTEU members at
the bargaining table resulting in effective and all-encompassing NTEU/agency
contracts to protect employee's rights.

You may think it costs too much to join
but the fact is that by not joining NTEU, you could be costing yourself
